Although Pacho being the next Escobar has not been confirmed yet, chances are high that he will take over the kingpin's influence.
Pacho was a Colombian drug trafficker. He was one of the top three members of Cali Cartel. He surrendered to the Colombian National Police in 1996 but got killed two years after. The Washington Post reported that the man behind the assassination entered the maximum security Palmira prison as a lawyer. Then he fired six rounds from his pistol, killing Herrera in the process.

Colombia's Foreign Minister Maria Angela Holguin already asked the Madrid City and Netflix to remove the said billboard. "Pablo Escobar was a murderer who doesn't deserve to be praised as a hero under any circumstance," said Colombian leader Juan Manuel Santos per the Local.
However, it seems that the entertainment world loves Escobar. The report added that there are a number of projects involving the controversial kingpin.
