Exxon Mobil and Russia made a pact that Russia will grant the company access to drill oil in the Russian Artic, provided that in turn OAO Rosneft is able to invest in Rex Tillerson's overseas operation. OAO Rosneft head operation Igor Sechin is a close friend of the Exxon Mobil CEO. Sechin in 1990 worked as an interpreter for then Mayor of Moscow, Vladimir Putin.
