Cleveland Browns Rumors: Will Roger Goodell Discipline Johnny Manziel for Highway Incident?

The NFL commissioner, Roger Goodell, could choose to discipline Cleveland Browns backup quarterback, Johnny Manziel for the highway incident that he had with his girlfriend.

Although the investigation is still ongoing, the NFL can still penalize Manziel if the league believes that he violated the personal conduct policy. Manziel would then be placed on paid leave.

NFL personal conduct policy states:

"If an investigation leads the Commissioner to believe that you may have violated this Policy by committing any of the conduct identified above, he may act where the circumstances and evidence warrant doing so. This decision will not reflect a finding of guilt or innocence and will not be guided by the same legal standards and considerations that would apply in a criminal trial."

Manziel was questioned by the police about an altercation he had with his girlfriend, Colleen Crowley, back on Oct. 12 in Avon, Ohio. Witnesses, who claimed that the argument between the two appeared to be very heated, had called the police. At one point, Crowley tried to exit out of the moving car.

The police report stated that Manziel used physical force during the altercation. He reportedly hit her and pushed her head against the window during the argument. The report added that Crowley stated that she feared for her life. At the end, however, Crowley did not want to press any charges. She later reassured people via social media that everything was fine between her and Manziel.

Manziel told the cops that he had two drinks earlier in the day. The cops stated that there were no signs of intoxication at the time of the argument.

The Browns have not commented about the investigation. Head coach Mike Pettine stated on Friday that Manziel would "more than likely" be the active backup quarterback in Sunday's game against the St. Louis Rams.
